"Since 2021, under the guidance of the China National Intellectual Property Administration, we have carried out data intellectual property pilot projects." Xie Xiaoyun, director of Zhejiang Intellectual Property Office, said that since the establishment of the data intellectual property registration system, Zhejiang has attracted 22000 enterprises from 27 provinces, autonomous regions and cities to register.

Awakening the 'dormant' patents

Some scientific research achievements have been shelved since their inception.

The Special Action Plan for Patent Conversion and Utilization (2023-2025) issued by the General Office of the State Council proposes to streamline and revitalize the existing patents of universities and research institutions, and promote the growth of small and medium-sized enterprises through patent industrialization.

Xie Xiaoyun introduced that Zhejiang has implemented a special action for patent transformation and application, inventorying 102000 patents from universities and research institutions, awakening "dormant" patents, and "connecting" 42000 enterprises 1171 times, promoting "enterprise question making, university answering, and market grading".

It is worth noting that Zhejiang has pioneered the "Patent Public Implementation" system nationwide, which allows for "free trial first, followed by on-demand payment", lowering the threshold for enterprises to use patents.
