China Internet Copyright Protection and Development Conference | Legalization of Digital Music: Beyond Copyright—It’s About the Future

In 2015, the introduction of the "strictest copyright order" by the National Copyright Administration opened a new chapter in the process of China's digital music legalization. Over the past decade, from policy guidance to industry practice, from copyright protection to business model innovation, the digital music industry has undergone a profound transformation from disorder to order, from quantitative change to qualitative change, and achieved leapfrog development.
On the afternoon of July 31st, at the 9th China Internet Copyright Protection and Development Conference - "Ten Years of Digital Music Legalization: Review and Prospect" sub forum, industry experts, scholars, and experts gathered together to discuss the challenges and future directions facing the development of the digital music industry.
In the keynote speech segment, seven heavyweight guests analyzed key issues and future directions in the process of digital music legalization from multiple perspectives. Liu Yang, Vice Chairman and Secretary General of the Digital Music Working Committee of the China Audio Video and Digital Publishing Association, shared "The Evolution and Development Trends of China's Digital Music Industry". He talked about the ten-year transformation of digital music and deeply analyzed that judicial practice is an important defense line for copyright protection.
Duan Yuping, former Deputy Director of the Copyright Management Bureau of the Central Propaganda Department and Vice President of the China News and Culture Promotion Association, delivered a speech on "Digital Music Legalization: Challenges and Countermeasures". In her opinion, the strictest copyright regulations and anti-monopoly supervision measures in history have guided the correct direction for the legalization of digital music, and the top-level design and legal supervision passed by government management departments have laid a solid foundation for the future development of digital music.
Zhang Lianyong, member of the Judicial Committee of Beijing Internet Court and president of the Second Comprehensive Trial Chamber, tells how the judiciary seeks "balance" between copyright protection and technological innovation through classic cases.
In his speech "Reviewing and Looking Forward to the Development of the Digital Music Industry from the Business Practice of Copyright Collective Management Organizations", Fan Yonggang, Deputy Director General of the China Music Copyright Association, outlined the important role of collective management organizations in industry development.
Yang Ming, a professor at Peking University Law School and Executive Vice Dean of Peking University School of Intellectual Property, shared his thoughts on the institutional allocation of benefits in the music industry in the era of artificial intelligence. In his view, when algorithms become "creators", we need to embrace innovation while also adhering to the bottom line of rights protection.
Professor Zheng Ning, Director of the Law Department and Director of the Cultural Rule of Law Research Center at the School of Cultural Industry Management, Communication University of China, delivered a keynote speech on "Optimizing the Digital Music Copyright Ecology in the Era of Artificial Intelligence". Al's content generation poses a new challenge to copyright rules, and her viewpoint responds to the new legal proposition under technological innovation.
Yue Weijie, General Manager of the Legal Management Department of Tencent Music Entertainment Group, brings cutting-edge thinking on "Digital Music Platforms: Moving from Authenticity to High Quality Development" from the practical exploration of platform enterprises.
In the exchange and discussion session, four guests engaged in in-depth dialogue on the theme of "How to promote high-quality development of the digital music industry in the new copyright ecosystem". They traced back how policy guidance reshaped the industrial ecosystem, witnessed the pragmatic steps of breakthrough innovation in judicial trials, collective management, and platform practices, explored the cutting-edge challenges of AI technology to copyright rules, and used innovative cooperation to build consensus and jointly draw a development blueprint.
