Through standard co construction, resource sharing, and mutual recognition, it effectively breaks down regional barriers and helps innovation resources flow efficiently on a larger scale.
Cross regional identification standard collaboration has become the foundation for regional collaborative development. Key regions such as the Yangtze River Delta and the Guangdong Hong Kong Macao Greater Bay Area have taken the lead in implementing collaborative pilot projects for achievement appraisal standards. By unifying key technical indicators, evaluation methods, and standardized processes, the basic consistency of achievement appraisal standards within the region has been achieved. For example, the Yangtze River Delta region has jointly released the "Guidelines for Regional Science and Technology Achievement Appraisal Standards", which unify and standardize the appraisal standards for 10 key industries such as new energy and high-end equipment. The intelligent sensing technology developed by a research team in Shanghai has been successfully transferred to Jiangsu, Zhejiang and other regions without the need for repeated identification, thanks to the identification report that meets the regional collaborative standards after completion in Shanghai, greatly reducing the cost of cross regional transformation. According to statistics, after the collaborative implementation of regional standards, the efficiency of cross regional transformation of achievements in the Yangtze River Delta region has increased by more than 40%.
The establishment of a regional achievement appraisal and sharing platform has promoted efficient integration of innovative resources. Multiple regions jointly build an online achievement appraisal service platform, integrating expert resources, testing equipment, and data resources within the region to provide support for cross regional appraisal. The "Science and Technology Innovation Achievement Appraisal Cloud Platform" in the Guangdong Hong Kong Macao Greater Bay Area has gathered more than 500 cross disciplinary experts and 30 professional testing institutions. Enterprises can submit appraisal applications, select expert teams, and obtain testing services online through the platform. A biotechnology enterprise in Shenzhen successfully invited technical experts from Guangzhou and testing institutions from Hong Kong to participate in the results appraisal through this platform. Not only did it save appraisal time and cost, but it also leveraged the platform's resource integration capabilities to connect with production enterprises in Zhuhai and achieve results transformation. This "online collaboration+offline implementation" model enables precise matching of innovative elements within the region.
The establishment of a mutual recognition mechanism for achievement appraisal results has further facilitated cross regional innovation cooperation channels. The Beijing Tianjin Hebei region has taken the lead in achieving regional mutual recognition of scientific and technological achievements appraisal results, stipulating that achievements appraisal passed in any region within the region shall enjoy equal validity in other regions. An artificial intelligence education achievement from a certain Beijing university, after being appraised locally, quickly entered the education informatization market in Tianjin through a mutual recognition mechanism and achieved large-scale application in less than a year. To ensure the effective operation of the mutual recognition mechanism, a credit evaluation system and dispute resolution mechanism for appraisal institutions have been established in the region to dynamically supervise the quality of appraisal. Data shows that since the implementation of the mutual recognition mechanism for achievement appraisal in the Beijing Tianjin Hebei region, cross provincial achievement transformation projects within the region have increased by 35%, effectively promoting the optimized allocation of innovative resources.
The continuous improvement of regional collaboration mechanisms has upgraded achievement appraisal from "local evaluation" to "regional recognition", cleared obstacles for the cross regional flow of innovative elements, and promoted the formation of an innovative pattern of complementary advantages and coordinated development.
