Building a standard system for data governance research institutions, with intellectual property leading the standardized utilization of social science data

The Social Science Data Research Center of a certain university is facing problems such as low data quality, lack of sharing mechanism, and vague definition of intellectual property rights in the construction and application of data resources. The center has accumulated a massive amount of data covering population, economy, society, and other fields, but due to the lack of unified data collection, cleaning, and labeling standards, the data duplication rate reaches 35%, and the data error rate exceeds 8%; At the same time, unclear ownership and insufficient privacy protection in data sharing have led to low utilization of high-quality data, difficulty in realizing scientific research value, and frequent data infringement disputes.

After conducting in-depth research, our team has developed a "data standard system+intellectual property governance" solution. In terms of standardization construction, we assisted in formulating the "Social Science Data Element Standard" to standardize the definition, types, and value ranges of over 800 core data elements; Develop the 'Data Quality Control Specification' and establish six quality evaluation indicators including completeness, accuracy, and consistency; Develop the 'Data Sharing and Security Management Specification', clarify the scope of sharing, permission settings, and security protection requirements for different types of data, and form a standard system covering the entire lifecycle of data.

In terms of intellectual property layout, establish a data intellectual property protection mechanism: register software copyrights for the 12 independently developed data analysis models and data visualization tools of the center; Develop the "Rules for the Ownership and Use of Data Intellectual Property Rights" to clarify the ownership of rights in each link of data collection, processing, and use; Adopt desensitization and trade secret protection for sensitive data, and apply for an invention patent for a "Social Science Data Sharing Platform Based on Privacy Computing"; Establish a data authorization mechanism and standardize the charging standards for data services.

After the implementation of the project, the data duplication rate decreased to 5%, the data quality qualification rate increased to 95%, and the data sharing efficiency increased by 60%. The research results based on standard data have published more than 30 papers in top journals such as "Chinese Social Sciences" and won 5 provincial and ministerial level scientific research awards. The protection of data intellectual property rights has increased the annual data service revenue of the center to 8 million yuan, and successfully resolved 4 data infringement disputes. The standard system has been incorporated into the national social science data infrastructure construction standards, becoming a benchmark for industry data governance.
