The government service and data management bureau of a certain province is facing problems such as inconsistent government service processes, non-standard standards, and low brand recognition in promoting the "One Stop Service" reform. The difference rate in the handling process of government service matters among 16 cities in the province is 45%, and the longest time limit for handling the same matters is three times different. The experience of enterprises and the public in handling affairs is poor; At the same time, intangible assets such as government service brand identity and service standards lack systematic protection, which poses a risk of abuse and hinders the integration of government services.

After our intervention, we formed a special team consisting of standardization experts, intellectual property consultants, and government service researchers. Firstly, conduct a survey on the current status of government services in the province, identify six major issues including approval processes, service standards, and material standards, and form the "Evaluation Report on the Standardization Status of Government Services". Based on this, we have assisted in building a "1+N" government service standard system: one core general standard clarifies the overall requirements, and N sub standards cover details such as the handling process, material list, and time limit requirements of more than 1200 government service matters, unifying and standardizing 326 key service nodes.

In terms of intellectual property layout, the guidance bureau has registered trademarks for the "Sunshine Government" service brand, covering five categories including Class 35 (service trademarks) and Class 42 (online services); Copyright registration of innovative achievements such as government service guidelines and flowcharts, forming 18 copyright assets; Sort out the 23 innovative service methods contained in the standard system, and include 3 core innovative points such as "cross domain collaboration mechanism" in the protection of trade secrets.

After one year of project implementation, the unified rate of government service procedures in the province has increased to 98%, the average processing time has been shortened by 60%, and the satisfaction of enterprises and the public has increased from 82% to 96%. The standardization results have passed the national government service standardization pilot acceptance, and the three local standards formed have been upgraded to industry recommended standards. Intellectual property protection has significantly enhanced the brand value of "Sunshine Government", and relevant experience has been promoted at the National Government Service Exchange Conference, driving the efficiency of government services in the province to enter the top ten in the country.
